The National Federation of Independent Business reports in their most recent survey that small business optimism rose 2.1 points in May after a gain in April as well. Gains were posted in several areas in the survey that small business owners took, such as improved sales and increased capital outlays. It seems clear that we're currently in a bottoming phase in the retail business right now, and that we're likely to see an upturn, though modest, by September or October. This report is another that seems to confirm that while things are still difficult, the general expectation (and psychology) is that things will begin to improve before long.
